It's a dogs natural instinct to chase cats and other small animals. You can train them to control their instinct, not eliminate it.
Why dogs chase
Prey Drive: Even though dogs no longer need to use their hunting instincts to find food, the drive to chase moving objects is engrained into their DNA. Some breeds may have a higher pray drive than others.
Boredom, stress, or frustration: Being cooped up all day or not getting an outlet for natural behaviours can result in dogs looking for outlets to release these emotions by chasing animals or even scooters and cars.

Environmental management
Managing the living environment is important to prevent the rehearsal of bad behavior and teach each animal to respect each other's space and feel safe around each other. Environmental management should be maintained even after the animals have started to relax around each other.
Provide both animals with their own safe levels to eat, rest and move around.
Cats usually do better on high ground. By creating shelves on the walls, using cat trees and aranging furniture to allow them to rest and move from one area to another at a hight away from the dog, you can help them move and rest in peace.
Dogs prefer dark, quiet areas to rest. A quiet crate or their own play pen can help them feel safe and secure.
Crate train both animals.
Crate training both animals can allow you to effectively manage the environment and teach both animals how to interact in different areas while remaining safe and comfortable in their crate.
Separate rooms when left unsupervised.
Use doors, gates and other barriers to keep the animals separated in different parts of the home in the beginning cover the barrier so they can't see each other until they learn to watch each other without reacting.
